Appraisal Profession Should Operating by Law and Emphasize Credit, Quality and Service

Mr. Xie Xuren, the Minister of MoF paid a visit to China Appraisal Society (CAS) accompanied by Mr. Hu Jinglin, the Director-General of General Office of MoF in the morning of Sept. 27, 2007. Ms. Liu Ping, Vice President and Secretary-General of CAS, made a detailed report to the Minister about the conditions of appraisal profession and the work of CAS and other aspects. After hearing the report, the Minister affirmed the bright future of appraisal profession and gave a praise to CAS’ work. He also gave a guide to the profession’s future development and CAS’ positioning, and put forward new requirements on the profession development, CAS’ building-up and profession management, etc. To carry out the speech spirit of the Minister, CAS held a staff meeting on Sept. 28. 

CAS usually takes the self-disciplinary supervision of appraisal profession as an important work. In June, 2007, CAS started the 2007 inspection on appraisal practicing quality. Five inspecting groups made inspection to 21 special institution members all over the country. To solve the problems found in this inspection, Ms. Liu Ping put forward requirements and advices to CAS and the institution members. We published here Ms. Liu’s speech and also the opinions and advices of some general secretaries of local appraisal societies and managers of institutions about the inspection to share with the readers.

The continuing education (CE) of certified public valuers plays an important role in the appraisal profession development. Strengthening the CE is beneficial to the increase of the comprehensive quality of CPVs, the rise of the practicing quality and the growing of the profession. But there are some insufficiencies of the current continuing education system. To perfect the CE system, the CAS and local appraisal societies studied the need of the CPVs, strengthened the teachers team construction and improved the education materials, and built a CE system of multi-level, profession, and theory combined with practicability.
