On September 27th, 2021, the China Appraisal Society issued the Development Pan of Asset Appraisal Industry During the “14th Five-Year Plan” Period (hereinafter referred to as “Plan”). The relevant person in charge of the China Appraisal Society answers reporters' questions on the relevant information of the Plan.
Q: Please introduce the background of the preparation of the Plan.
A: The “14th Five-Year Plan” period is the first five years for China to embark on a new journey of building a socialist modern country in an all-around way and march towards the second centennial goal. It is also an important strategic opportunity period for the development of the asset appraisal industry. In order to scientifically plan and comprehensively guide the asset appraisal industry during the "14th Five-Year Plan" period and better serve the economic and social development and the reform of modern fiscal and taxation system, the Plan of the industry during the "14th Five-Year Plan" period is prepared by China Appraisal Society in accordance with the Outline of the 14th Five-Year Plan for National Economic and Social Development and Vision 2035 of the People's Republic of China and the relevant requirements of the Nation Fiscal "14th Five-Year Plan" and in combination with the actual situation of the asset appraisal industry.
Q: Please introduce the main process of preparing the Plan.
A: Since the preparation of the Plan was started, a symposium on the preparation of the Plan has been held on the basis of forming an outline to discuss the current situation, outstanding problems, development objectives and policy measures in the next five years. On the basis of forming the first draft, we solicited opinions and improved the objectives and tasks. The consultation paper was formed and solicited public opinions, which were strongly supported, studied and put forward opinions by relevant administrative departments, local appraisal societies, colleges and universities, asset appraisal firms and professional experts. In the process of multiple rounds of consultation, panel and expert discussion, we studied and absorbed the opinions of all parties, further revised and improved the Plan, paid attention to strengthening the connection with the major decisions and arrangements of the Party and the State, and optimized the setting of the obligatory target. With the consent of the Ministry of Finance, the Plan was issued after approval by the 15th meeting of the Fifth Standing Council of China Appraisal Society.
Q: Please introduce the overall considerations and basic framework of the Plan.
A: The overall consideration of the Plan is to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, comprehensively consider the main problems faced by the industry and the development trend in the next period, based on the new development stage, implement the new development concept, serve and build a new development pattern and scientifically made the industry development plan during the "14th Five-Year Plan" period in accordance with the strategic arrangements of the national "14th Five-Year Plan" and the Fiscal "14th Five-Year Plan".
During the Plan preparation, the following perspectives were mainly considered by the drafting group: firstly, based on the actual development of the industry, promote and solve the problems existing in the current situation of the industry. Secondly, follow the reform of modern fiscal and taxation system and promote the work of industry serving fiscal development as the core. Thirdly, closely connect the major national development strategies during the "14th Five-Year Plan" period, serve scientific and technological innovation and the application of intellectual property rights, help implement the strategy of strengthening the country with intellectual property rights and the strategy of innovation-driven development, serve the construction of ecological civilization, follow the strategy of rural revitalization, serve the industrial upgrading in the process of energy conservation and emission reduction, help "CO2 emissions peak" and "carbon neutrality", serve the transaction of data property rights, and promote the construction of digital economy, etc.
The Plan has four parts, namely "the current situation and situation of the development of the asset appraisal industry", "the guiding ideology and basic principles of the development of the asset appraisal industry", "the basic objectives and main tasks of the development of the asset appraisal industry" and "the organization and implementation of the development plan of the asset appraisal industry".
Q: The Plan puts forward several quantity targets for the development of the industry in the next five years. Please introduce the main considerations for setting these quantity targets.
A: When setting the industry development objectives, we comprehensively analyzed the domestic and foreign situation, the actual situation of the industry and the development trend in the next five years, combining qualitative and quantitative targets, and weaken the quantity targets in order to promote high-quality development of the industry.
In terms of the brand building of asset appraisal firms, combined with the comprehensive evaluation during the "13th Five-Year Plan" period and the distribution of national asset appraisal firms, guide large, medium and small asset appraisal firms to uphold the brand strategy of differentiation, regionalization and professional development, and encourage the establishment of 10 asset appraisal firms with international brand advantages, 30 with domestic brand advantages and 60 with regional brand advantages.
In terms of talent team construction, the training approaches for high-level, management and talents in the industry are through various training courses. According to the scale of different training courses, 200 high-level talents with innovative ability and able to provide comprehensive services, 500 senior management talents of industries and firms, and 5000 talents proficient in traditional business and competent for a new business can be trained in the next five years. Considering the factors such as comprehensive training and bringing qualified talents in the industry in the next five years, according to the annual increase of about 2000 talents, there will be an increase of 10000 talents in five years, and the total number will exceed 50000 in 2025. The number of employees is determined according to the proportion with the certified asset appraisers, which will be about 125000 talents five years later.
In terms of industry business income, according to the historical data of industry income and in combination with the national economic and social development objectives during the "14th Five-Year Plan" period, it is proposed that the annual average growth rate of the income of the asset appraisal industry will be about 10%, and reaching 35 billion yuan in 2025.
Q: How to ensure the implementation of the Plan?
A: Firstly, we should strengthen organizational leadership and overall coordination. Strengthen the party's overall leadership over the reform and the development of the asset appraisal industry, and promote the party organizations at all levels and the majority of employees in the industry to reach a consensus.
Secondly, we should fully implement the relevant policies on asset appraisal industry. Actively coordinate with the fiscal department to promote the implementation and improvement of asset appraisal laws and regulations. Complete the basic research, cooperate with the fiscal department to study, formulate and introduce specific policies to support the development of the industry. Continuously improve the industry self-discipline management system in combination with the actual situation of the industry.
Thirdly, we should complete target task decomposition and responsibility implementation. Strengthen the guidance of asset appraisal firms and valuers, fully mobilize the vitality and creativity of various subjects in the industry, continuously expand business areas, and improve service quality to better serve the economic and social development.
