Recently, China Appraisal Society issued the Development Plan of Asset Appraisal Industry During the “14th Five-Year Plan” Period (hereinafter referred to as the Plan).
The Plan consists of four parts. On the basis of summarizing the main achievements of the asset appraisal industry during the “13th Five-Year Plan” period, it analyzes the main problems existing in the asset appraisal industry and the current situation, defines the guiding ideology, basic principles, basic objectives and main tasks of the development of the asset appraisal industry during the “14th Five-Year Plan” period, and puts forward specific requirements for the organization and implementation of the Plan.
The Plan clearly proposes to unswervingly implement the new development concept of innovation, coordination, green, openness and sharing, adhere to the general keynote of seeking progress while maintaining stability, take promoting high-quality development as the subject, deepening supply-side structural reform as the main line, reform and innovation as the fundamental driving force, serve to build a new development pattern, and promote the transformation and upgrading of the asset appraisal industry. Continuously improve the specialization, standardization, informatization, branding and internationalization level of the asset appraisal industry, improve the professional service ability and quality, so as to contribute to the comprehensive construction of a modern socialist country and better serve economic and social development and reform of modern fiscal and taxation system.
The Plan puts forward the basic principles that must be adhered to during the “14th Five-Year Plan” period, which is, adhering to the party’s comprehensive leadership, governance according to law and regulations, adhering to the new development concept, paying equal attention to service and management and adhering to the system concept.
The Plan outlines the blueprint for the development of the asset appraisal industry in the “14th Five-Year Plan” period: the Party's leadership of the asset appraisal industry will be further strengthened and the institutional mechanism will operate effectively. The basic system of laws and regulations of the asset appraisal industry is sound and the governance is effectively implemented in accordance with the law. The brand strategy of asset appraisal institutions is well-defined and scientific. The professional theory system of the asset appraisal industry is perfect and reflects the Chinese characteristics of the new era. The level of talent team in the asset appraisal industry is reasonable and the quality is improved. The professional orientation of the asset appraisal industry is consolidated and deepened and the service fields are innovated and expanded. The asset appraisal practice information system is basically constructed, and the practice efficiency is improved. Strive to encourage the establishment of 10 asset appraisal institutions with international brand advantages, 30 with domestic brand advantages and 60 with regional brand advantages by 2025. Training 200 high-level talents with innovative ability and able to provide comprehensive services, 500 senior management talents in industries and institutions, and 5000 qualified talents proficient in traditional business and competent for new business. There will be more than 50000 asset appraisers and 125000 employees working in asset appraisal institutions. The average annual growth of income of the industry will be about 10% with total revenue reaching about 35 billion yuan.
The Plan defines 10 major tasks and measures according to the basic objectives of industry development in the “14th Five-Year Plan” period: 1. To promote the in-depth development of Party building and united front work in the asset appraisal industry; 2. To improve the governance system of the asset appraisal industry and enhance the ability of governance according to law; 3. To improve the management and service system of members and optimize the practice environment of the industry; 4. To deepen professional research in the asset appraisal industry and adhere to innovation-driven development; 5. To promote the construction of a graded classification and talent training system in the industry; 6. To deepen international exchanges and cooperation, and actively promote the international development of asset appraisal institutions; 7. Actively promote the asset appraisal industry to serve major national development strategies and transform innovative achievements; 8. Follow the reform of the modern financial and taxation system and fully serve the work of the financial center; 9. Accelerate the digital transformation of the industry and comprehensively improve the information level and service capability of the asset appraisal industry; 10. Continue to improve the governance mechanism of the society.
