About CAS

China Appraisal Society, established in December 1993, is a national self-regulatory organization of the valuation profession, subject to the guidance and supervision of the Ministry of Finance and the Ministry of Civil Affairs, undertakes the statutory duties conferred by the Law of the People's Republic of China on Asset Appraisal and the duties of the profession self-regulation and management conferred by the By-laws of the CAS, and participates in the international valuation affairs.

 

The main duties of CAS include:

· Formulating and implement profession development plans and self-regulatory management norms

· Formulating and organize the implementation of valuation practicing standards and ethical standards

· Organizing the national unified examination for professional qualification of Public Valuers

· Carrying out the continuing education of CAS members

· Conducting self-regulatory management of members

· Reforming and improving the membership qualification and its evaluating system

· Establishing and disclosing members credibility files

· Guiding and inspecting members to establish risk prevention mechanisms

· Regulating members practice and regularly inspecting the valuation reports issued by members

· Providing information on asset appraisers, members credibility files, self-regulatory inspections to the Ministry of Finance

· Handling complaints, violation reports and appeals, mediating practice disputes and safeguarding the legitimate rights and interests of members

· Carrying out information construction of valuation profession and establishing the information management system of the valuation industry

· Establishing valuation database

· Carrying out publicity and theoretical research on valuation profession and international exchanges and cooperation

· Carrying out the research on the valuation system of government bond underwriting and trading, monitoring the government bond market

· Guiding the work of local appraisal societies

· Completing other tasks delegated by the Ministry of Finance

 

The highest authority of CAS is the General Assembly of Members, which is convened once every five years to elect the Council. The Council is the executive body of the General Assembly. The Standing Council is a standing body of the Council and exercises the authority of the Council when the Council is not in session.

 

The Secretariat is the operating agency of CAS and responsible for the implementation of the resolutions and decisions of the General Assembly, the Council and the Standing Council. The Secretary General is in charge of the daily work of the Secretariat.
