各省、自治区、直辖市、计划单列市资产评估协会(注册会计师协会)、各资产评估机构及相关院校：

第27届泛太平洋不动产评估师、估价师与咨询师会议（the 27th Pan Pacific Congress of Real Estate Appraisers, Valuers and Counsellors）将于2014年9月21日至24日在新加坡召开。会议主题为“可持续发展：评估行业面临的挑战––环境、经济、公平公正、文化遗产等因素”（Sustainable Development: Challenges Facing The Valuation Professions - Taking Environment, Economic, Equity, Cultural and Heritage Issues into Perspective）。为增强中国资产评估行业的国际交流和沟通，促进行业专业人士与国际同行之间的相互学习和借鉴，大会现开展征文活动，请评估业界人士踊跃投稿。

一、征文建议主题

（一） 评估与估价（Valuation and Appraisal）

1. 评估方法––租赁资产评估，现金流折现法（Methods and techniques — leasehold valuation, discounted cashflow techniques）；

2. 特殊资产评估––文物建筑与历史建筑评估（Specialised valuation — valuation of heritage buildings, historic buildings）；

3.机器设备评估––评估准则、最佳实践与评估方法（Plant and machinery valuation - standards, best practices, techniques）。

（二） 评估与会计（Valuation and Accounting）

1. 遵循国际财务报告准则（IFRS）的评估实践––市场价值与公允价值（Valuation in compliance with IFRS - Market value and Fair value）；

2. 评估实践与会计实践之异同（Similarities and differences between valuation and accounting practices）；

3. 企业价值评估––无形资产评估（Business valuation - intangible asset valuation）。

（三） 评估与环境（Valuation and Environment）

1. 绿色评估––评估准则、最佳实践与评估方法（Green valuation - valuation standards, best practices, techniques）；

2. 影响力研究––可持续发展问题（Impact studies - sustainability issues）；

3. 环境影响评价与环境污染（Environmental impact assessment, contamination）。

（四） 评估与法律（Valuation and Law）

1.土地征收、土地开发权评估与地下权评估（Land acquisition, development rights valuation, subterranean rights valuation）；

2.财产税评估––批量评估以及计算机辅助评估法（Property tax assessment — mass assessment, computerised methods）；

3. 化解评估纠纷––专家证人和专业过失（Resolving valuation disputes — expert witness, professional negligence）。

（五） 评估、实践与培训（Valuation, Practice and Training）

1. 评估实践中的问题––简单复核评估及参考性评估（Valuation practice issues — kerbside valuations, indicative valuations）；

2. 实践与奖励––职业道德、竞争和业务发展（Practice and rewards — professional ethics, competition, business development）；

3. 培训与发展––教育与后续教育（Training and development — education, continuous professional development）。

二、论文及摘要内容

须包含演讲人姓名（请将姓氏标注下划线）、邮寄国家和地址、代表组织或单位名称、E-mail地址、电话及传真号码；标题需用大写字母表示；摘要字数为200-300字左右（使用A4版Word文档）；论文篇幅控制在10页之内（使用A4版Word文档）。

三、语言、格式及提交日期

论文语言为英语。10号字，字体为Arial；单倍行距；摘要和论文均为首次发表；参加大会“最佳论文奖”评比的作者必须在2014年7月25日之前提交论文。

论文提交者请将论文、摘要以及幻灯片分别于截止日期之前提交至中评协国际部（联系方式见下）。其中，摘要提交截止日期：2014年2月21日；论文提交截止日期：2014年7月25日；幻灯片提交截止日期：2014年8月22日。
